FCC Chair Rosenworcel shares draft rules with commissioners on Resilient Networks

Federal Communications Commission (FCC) Chairwoman Jessica Rosenworcel announced that she shared a draft of new rules with the other three commissioners to improve the reliability and resiliency of wireless networks during emergencies. Last year’s disasters prompted the FCC to open a docket on resilient networks which included a field hearing in Louisiana in the aftermath of Hurricane Ida. UTC filed comments in that proceeding noting that power companies and communications service providers are effectively coordinating with each other in response to emergencies and disasters. UTC also pointed to utilities' communications resilience strategies for power outages, including coordination with power companies in the aftermath of hurricanes and other disasters, and backup power or alternative measures to help promote the continuity of service during or after disasters.

FCC announces webinar on using the Broadband Data Collection system

The FCC's Broadband Data Taskforce announced a webinar to preview the Broadband Data Collection (BDC) system for filers who will submit broadband availability data in the inaugural BDC filing window beginning on June 30, 2022. Besides the webinar, potential filers can also avail themselves of the Tutorials and Help Center for the BDC.
All facilities-based providers of fixed or mobile broadband internet access services must file complete and accurate data in the BDC on a biannual basis. Initial submissions must be completed by September 1, 2022. Failure to file the required data in the new BDC system on time may lead to enforcement action and/or penalties.

House panel approves $3.4 billion of new Huawei 'rip-and-replace' funding

The House Committee on Energy and Commerce on June 15 voted to approve the Spectrum Innovation Act of 2022 (H.R. 7624), which will provide clarity on the auctioning of low gigahertz spectrum mandated by the Infrastructure Investment and Jobs Act, while also directing up to $3.4 billion of proceeds from the auction to help pay for communications service providers to "rip and replace" untrusted IT equipment from their networks.

FCC authorizes RDOF support for more small winning bidders

The FCC has authorized Rural Digital Opportunity Fund (RDOF) support for more than a dozen smaller winning bidders, as well as a small number of bids for some larger winning bidders. String of attacks on French telecom infrastructure preceded April attack on fiber optic cables

French authorities believe the fiber optic cable cuts that disrupted Internet service across large swaths of France in April were likely the work of radical ecologists who oppose the digitalization of society, according to Kave Salamatian, a French academic who specializes in Internet resilience and who said he has been briefed on the investigation by colleagues at the National Cybersecurity Agency of France (ANSSI).

Steel poles are conductive and, in studies conducted by Southern California Edison, have the low potential to initiate wildfires under certain conditions. Concrete poles are too heavy to install in the remote areas of SCE's service territory. Because they do not support combustion and they are the most wood like, composite poles quickly emerged as a front runner for consideration in SCE's wildfire-threat mitigation strategy.

Roswell, New Mexico, aircraft test first step in providing broadband to rural areas

A major milestone occurred on June 14 over southern New Mexico. A tech company launched one of its airships with the goal of one day boosting broadband access to more rural areas, monitoring pollution, and even reducing the threat of wildfires. Sceye Inc. is developing a high-altitude platform station that they hope will provide another option besides satellites and airplanes when it comes to boosting internet connectivity especially in more rural areas.
